Vladimir Nikolov Penev was born on October 24, 1958. He is a Bulgarian actor , performing roles in film, television and theater. In 2013, he became culture minister in the caretaker government of Marin Raykov.

Penev was born in Sofia , Bulgaria . His father was the Nikola Penev , a journalist from the newspaper "Agricultural flag." Vladimir Penev ends his secondary education at the School number 8, in Sofia. In 1982 he graduated in Acting for Theatre in the class of Professor Nikolay Lyutskanov with assistant Margarita Mladenova in National Academy for Theatre and Film Art, Sofia, Bulgaria.
