I realize that the E is tuned to D and the A to G. I don't understand the fret VII and V markings in the beginning when an open G and D are indicated in the music.

Secondly I think it indicates playing the harmonic on the G string but then does it get played on the B string when it is playing the open G.

I have a few thoughts,

When posting message asking fingering etc., it helps the discussion tremendously when you attach a jpeg of the measures that you like to discuss. Here I take the liberty of attaching the measures from the delcamp's transcription for you:

If I understand delcamp correctly then:
- m1-4: LH 4th finger stays stationary on 3rd string/VII position, harmonic is ARTIFICIAL and produced by RH index finger at 19th fret.
- m5-8: Now Harm
